1. STATUTE of ASSOCIATION’S SAFETY COMMISSION (SC)

1.1 Preamble

Edutainment activities provided by the association members may include a certain level of risk. Therefore, all CSAEL members consider it of utmost importance to ensure physical and mental safety of course participants, organizers and any third parties involved. For this reason, the Association’s Assembly has established a Safety Commission as its standing specialized advisory body. The Association’s Safety Commission guarantees both the quality of safety standards as well as their observance within the Association. Its activities are aimed at eliminating risks and increasing the quality of entertainment and education activities provided by CSAEL members. Within the Association, the Safety Commission has the right and obligation to define (standards and rules), inform and control.
 

1.2 Membership and System of Safety Commission’s Work

  1. Each of the Association members may nominate its representative to the Safety Commission. Every CSAEL member reports its nominated representative to the current SC chairman.
  2. Every Association member has the right to delegate one representative to the Safety Commission.
  3. The Commission’s activities are managed by its chairman, who is elected by the Safety Commission members from among themselves at their first meeting in the given year; the chairman’s term of office is one year.
  4. The SC chairman is responsible for the Commission’s work and reports to the CSAEL Assembly.
  5. The Safety Commission convenes for its ordinary business as needed; in any case it shall convene at least twice a year. The Commission’s working sessions are called by its chairman.
  6. The SC chairman may appoint one of the Commission members as meeting coordinator to prepare every meeting of the Safety Commission. The meeting coordinator is responsible for arranging premises for the meeting and for informing all SC members about the exact venue, date and time of the meeting at least 7 days in advance. The meeting coordinator also prepares the agenda and communicates it to all members of the Commission at least 7 days in advance, and chairs the given meeting together with the SC chairman.
  7. Safety Commission members shall confirm their participation in the meeting to the coordinator at least 3 days before the meeting date
  8. A Safety Commission member may nominate its deputy to a meeting, in which he/she cannot participate, or delegate his/her voting right to another SC member. The chairman may call an extraordinary meeting of the Commission as needed.  

1.3 Decision-making

  1. The Safety Commission constitutes a quorum if a majority of all its members is present.
  2. The Commission accepts decisions by a majority of its members present at the official meeting of the Commission.  

1.4 Safety Commission’s Activities

1.4.1 The Commission defines:

  1. Common safety standards and rules for the CSAEL members
  2. Qualification requirements for organizers, CSAEL members, considering the safety of courses they organize
  3. Safety rules valid for newly acceding members
  4. Conditions of cooperation with subcontractors

1.4.2 The Commission informs about:

  1. Its activities
  2. Extraordinary events
  3. Newly established risks connected with activities carried on by the CSAEL members
  4. Legislation in force that is relevant for activities of the CSAEL members

1.4.3 Evaluates extraordinary events and propose safety measures

1.4.4 Controls the observance of the Association’s safety rules by its members and acceding entities

1.4.5 Prepares an annual safety report

 

2. ASSOCIATION’S SAFETY RULES

The purpose of the Association’s safety rules is to:

  1. Minimize the actual (objective) risks of organizing courses while observing the principles of edutainment
  2. Define basic common safety standards for all Association members
  3. Define and declare the professional level of the Association members’ activities in terms of safety

2.1 Definitions of Terms

  1. Basic Safety Rules define general obligations and responsibilities of the organization management and organizers themselves in preparing and implementing courses. The Basic Safety Rules apply without any exceptions to the preparation and implementation of all courses and are binding upon all CSAEL members and associated entities. A breach of the Basic Safety Rules constitutes a ground for proposing the expulsion of the Association member concerned.
  2. Specific Safety Rules define detailed technical, methodological and other measures for selected activities. The Safety Commission prepares a list of the selected activities. These rules apply without any exception to the preparation and implementation of all courses and are binding upon all CSAEL members and associated entities. A breach of the Specific Safety Rules constitutes a ground for proposing the expulsion of the Association member concerned.
  3. Supplementary Safety Rules define detailed technical, methodological and other measures of members. Every Association member is competent to define its own Supplementary Safety Rules. These rules must be consistent with the Basic and the Specific Safety Rules.
  4. Organizer is an individual or legal entity providing edutainment activities. The term includes the relevant CSAEL member, its employees and contractors.
  5. Participant is a person who attends a course designed for such a participant, with the Organizer being aware of his/her presence at the course.
  6. Third Party is any individual or legal entity except for the Organizer and the Participant.
  7. Course is an every edutainment activity, including its preparation and conclusion, provided by the Organizer.
  8. Seminar is a training activity that is not connected with physical challenges for the Participants.

2.2 Basic Safety Rules

  1. None of the activities provided may at any time and under any circumstances (including threatening damage to property) pose a risk to the life or health of the Participants, Organizers or Third Parties.
  2. All activities provided must be conducted in accordance with the laws and regulations in force in the country where the activities take place.
  3. In principle, Participants take part voluntarily in all activities conducted during the Course. This rule shall always be clearly communicated to the Participants at the beginning of every Course, and the entire subsequent course of events is subject to this rule.
  4. The Organizer is obligated to be prepared, if necessary, to provide first aid immediately. For every Course organized, the Organizer shall in advance establish options how specialized medical aid can be provided and have means available to be able to call such assistance.
  5. Before initiating actual activities, save for a Seminar, the Participants or their legal representatives must be asked to complete a health condition statement.
  6. All employees and contractors of the Organizer, who are responsible for the course of activities during Courses (excluding Seminars) shall regularly attend first aid training courses. The training provider will be recommended by the Safety Commission.
  7. The equipment available for every Course must include a first-aid box. Its minimum content will be recommended by the Safety Commission.
  8. The Course Organizer must, if necessary, adjust the course and nature of each of the activities conducted so as to minimize risks arising from the current and the expected changes of the environment conditions (in particular in view of climatic changes, flood situations etc.) and from the physical and mental condition of the Participants and the Organizers.
  9. If an emergency situation occurs, the Organizer is obligated to proceed according to an emergency scenario prepared in advance. Any emergencies occurring during the Course must without delay be reported by the Organizer to the chairman of the Association’s Safety Commission.
  10. Any extraordinary events shall be recorded using a standardized “Incident Report” form (including incidents caused by a Third Party). These completed forms will then be made available by the CSAEL members as source materials for the compilation of the annual Safety Report.
  11. It must be ensured that a safe ratio of the number of Participants and of instructors is maintained during all activities; such a ratio is considered safe if the presence of another instructor does not significantly reduce the activity risks.
  12. The Organizer’s employees and contractors may only be made responsible for such activities that correspond to their qualification. Their qualification is based on their expert knowledge, skills and experience, and the Organizer must keep records thereof.
  13.  Participants must be timely informed about all activities so that they can decide to what extent they wish to get involved. The Participants must be made familiar with the specific safety principles of the activities, equipped with the necessary safety aids, and instructed how to use them.
  14. Specific Safety Rules are set for selected activities, which the Organizer is obligated to observe.
  15. Safety elements and aids must be used for all activities where they reduce the risk of injury.
  16. All activities may only be designed, prepared and implemented using such construction elements, equipment and outfit that complies with the applicable legislation and the safety rules of the Association.
  17. Every member is obligated to maintain all materials used to prepare and implement Courses in perfect condition and to check them regularly, in particular before they are used in a Course.
  18. Activities provided within the Course by a Third Party must be implemented in accordance with the Basic and the Specific Safety Rules of the Association and the applicable legislation in force.
  19. Any emergencies arising in connection with Third Party activities must without delay be reported by the Organizer to the chairman of the Association’s Safety Commission.
  20. Participation in a Course will be forbidden to those Participants, Organizers and Third Parties that show signs of having consumed alcohol and/or other psychotropic substances, medicaments temporarily affecting mental and physical capabilities of the individual or other substances with analogous effects.
  21. These Basic and Specific Safety Rules apply to all Organizers, Participants and Third Parties that are present at a Course with the Organizer being aware of their presence, regardless of their individual capabilities and skills.
  22. In exceptional and justified cases, the safety coordinator of a specific CSAEL member may grant an exception to the Basic and the Specific Safety Rules. Moreover, it is possible to deviate from these Basic and the Specific Safety Rules for a necessary period of time if the health or lives of persons are jeopardized.
